The primary aim of this report is to stimulate policy dialogue around the internationalization of tertiary education in the region, raising awareness about internationalization and its benefits. In this way, it aims to encourage both tertiary education institutions and governments to push internationalization higher up in their priorities and to place increased importance on the conception and implementation of internationalization strategies. As the first report of its kind on internationalization in the region, it also hopes to stimulate further, much needed research into the topic. Given this positioning in terms of aims, the target audience for the report is primarily tertiary education institutions and governments in the MENA region. It is also aimed at any and all other relevant stakeholders, both in the region and, given the intrinsically international nature of internationalization, the potential regional spillovers, etc., beyond.
