Abstract
This report has been prepared for the IIEP-UNESCO research project “ODD4 - Flexible learning pathways in higher education”. The project aims to generate knowledge and provide evidence-based recommendations to Ministries of Higher Education in different development contexts who are considering implementing, or strengthening, policies in favor of flexible learning pathways. The project comprises a mapping exercise, an international survey, eight in-depth national case studies (Chile, Finland, India, Jamaica, Malaysia, Morocco, South Africa and the UK) and thematic studies. This report is one of eight in-depth country case studies.
