Non-state provision of childcare services: challenges facing policy makers who try to meet different objectives

Abstract

This report aims to briefly examine the role of non-state provision of childcare, how and why it has emerged, who provides it, who uses it, and under what conditions. It highlights the difficulties of obtaining disaggregated and accurate information about childcare from amongst a wider spectrum of services for young children. It aims to provide a global perspective, whilst acknowledging that conceptual analysis and data vary considerably across the world.
