his background report, elaborated as preparatory work for the 2017/8GEM Report, aims to study the incidence of Technical and Vocational Education and Training(TVET) in 34 developing countries where the ILO implemented the School-to-work transition surveys (SWTSs)over the years 2012-2015.The lack of administrative as well as large survey data in most of the countries considered makes the SWTSs a vital source of statistical information. The questionnaire includes a number of very similar questions which allow us measuring the incidence of TVET among the in-school (in terms of attendance), the overall population (in terms of attainment) andthe employed (in terms of attendance of on-the-job training programs). The result is a framework whereas the incidence of TVET activities is generally low, but especially those in school. Moreover, from the questionnaire,it is hard to assess the quality and models of TVET adopted in each country. The report formulates a number of specific suggestions so as to amend the questionnaire and catch this quality aspect of TVET in the future administration of the SWTSs.
