The booklet deals with the basic question every planning should ask himself: professionally speaking, who am I and what am I ? The first part of the book focusses on the different types of planning for human resource development. The author recommends a composite form of planning the development of human resources and education - he calls it HRDE. The second part of the book shows how training for planning is carried out in many different schools of thought regarding the definition and profession of planning. There are those who maintain that planning on its own is not a specific profession, and those who maintain that planning is a profession in its own right. The author concludes that, for both practical and theoretical reasons, considering HRDE as a specific profession (with relevant professional training) is not the most satisfactory way of meeting planning needs. La deuxième partie traite de la formation à la planification HRDE dispensée dans des instituts de types différents et selon des méthodes d'une grande diversité. La dernière partie évoque la polarisation des positions relatives à l'identification et à la profession de planificateur. En conclusion l'auteur affirme que pour des raisons pratiques et théoriques, une véritable profession de planificateur HRDE (ayant suivi une formation professionnelle appropriée) n'est pas la manière la plus satisfaisante de répondre aux besoins en planification ; il lui semble plus indiqué d'élargir la formation des administrateurs de l'éducation pour y faire entrer davantage de planification.
