Abstract

This paper is a report of a study conducted as part of the background studies for the 2020 Global Education Monitoring Report (Sustainable Development Goals) which focuses on inclusion and education. The study examines the practice of inclusive education in Ethiopia and aims to contribute its share to the 2020 Global Education Monitoring Report. In this study, data were collected from key stakeholders in the Ethiopian educational system such as the Ethiopian Ministry of Education, regional educational bureaus, universities, teacher education institutions, schools, and national and international non-governmental organizations. Relevant legal and policy framework documents and related studies have also been reviewed to complement the data. The report of this study shows that even though there are legal and policy frameworks in Ethiopia which support the provision of quality education of all people, there is still a huge gap in terms of actualizing into reality.
