Abstract
This report looks at what is involved in the failure and/or success of multilingual programmes in developing contexts. The claims that it makes are made of the basis of cross-national comparisons of bilingual education across radically different contexts. More specifically, problems have been addressed in the planning, implementation and evaluation of bilingual programmes that occur in different parts of the developing world, as well as successful solutions or resolutions to these problems.
