Abstract
These guidelines have been prepared by the Secretariat of the Global Partnership for Education to facilitate dialogue at the country level for effective monitoring of domestic resource allocation to the education sector. The guidelines were developed through a consultative process involving representatives from GPE developing country partners, development partners, education finance experts, civil society organizations, and research organizations. A peer review group was established representing various education stakeholders and Partnership constituencies.
