Expanding educational opportunity in linguistically diverse societies

Abstract

This report has three purposes. The first is to describe successful and innovative programs that multilingual countries have implemented to expand educational opportunity, especially underserved groups. The second is to clarify possibilities for replication of those programs in other countries. These two purposes were present when the Center for Applied Linguistics (CAL) began this work. Out of the work came a third purpose: to persuade others of the need for leadership on language issues.
