In education, it aims to simulate reality and anticipate the impact of future changes so as to help improve strategic plan ning and decision-making. Simulation models are particularly useful in developing holistic, sector-wide education strategies. This user guide consists of two parts. Part one provides an introduction to simulation in education planning through the Education Policy and Strategy Simulation Model (EPSSim). Part two provides practical exercises for using EPSSim to help strengthen national education policy and planning.
