Refugee education 2030: a strategy for refugee inclusion

Abstract

This update of UNHCR’s 2012-2016 Refugee Education Strategy aims to ensure that refugees are increasingly accounted for in education sector planning goals and action plans; that refugee and host community students are prepared equitably to succeed in national systems wherever they live; and that the particular learning needs of refugee and host community students are addressed by expanding existing programmes and partner investments in support of innovative local solutions. The strategy aims to translate the arrangements set out in the Global Compact on Refugees into action, applying the principles of solidarity and responsibility-sharing and drawing on cooperation between humanitarian and development education partners. In this way, refugee children and youth, and the host communities that welcome them, can experience increased access to quality learning opportunities from pre-school through to tertiary education. Refugee Education 2030 sets out a vision for the inclusion of refugee children and youth in equitable quality education that contributes to resilience and prepares them for participation in cohesive societies. It aims to foster the conditions, partnerships, collaboration and approaches that lead to all refugee, asylum seeker, returnee and stateless children and youth and their hosting communities, including the internally displaced in those communities, to access education that enables them to learn, thrive and develop their potential. The strategy sets out ways of achieving progress through partnership, collaborative learning, capacity development, innovation, evidence and growth, and is intended to provide inspiration and guidance for a wide spectrum of stakeholders both within and outside of UNHCR.
